vMRB program: A Triumph of Innovation at the Dutch Tax Administration

So proud that the complex and extensive program, which I currently manage, has received the prestigious Ministry of Finance Innovation Award, two months ago!

The vMRB program, a groundbreaking initiative within the Dutch Tax Administration, has clinched the prestigious Ministry of Finance Innovation Award for Best Social Innovation (link in Dutch) and deservedly so! This monumental project, the largest technical migration in the agency’s history, seamlessly transitioned 11,5 million vehicle registrations into a brand new cutting-edge IT system, checking an astonishing 5.5 billion records with a dedicated team of over 200 staff. Remarkably, customers (all car taxpayers) experienced no disruptions, a testament to the program’s meticulous execution.

Led by Wim de Gier, Program Director, vMRB exemplifies how technology and collaboration can revolutionize public services. By harnessing user insights from transport companies, the team co-created solutions, fostering a dynamic exchange of ideas. This inclusive approach not only streamlined processes but also infused the project with positive energy, creating a “snowball effect” of enthusiasm, as Wim proudly shared.

The program’s impact is profound: it enabled taxation for electric vehicles and adjusted rates for plug-in hybrids, enhancing the system’s flexibility to adapt to new legislation swiftly. Unlike traditional methods that would have halted operations for weeks, vMRB kept services running smoothly, setting a new standard for efficiency.

Collaboration was key, with partners amongst others the RDW, Capgemini, Sopra Steria, and WIN joining forces with the Tax Administration. “This wasn’t just our innovation, it was a collective triumph,” Wim emphasized, crediting all the passionate colleagues and external contributors.
